Dear Mr. Addis,
Foreign Office, May 12, 1911. IN reply to your letter of the 10th instant, stating that the Chinese Board of Finance have applied for 400,000, as a first instalment of the advance of 1,000,0007. for Manchurian development, I have to inform you that, as none of the objects to which the money is said to be destined appear open to political objection, His Majesty's Government see no reason why the Hong Kong and Shanghai Bank should withhold their consent.
